Introduction
The CVS Web Sync tools facilitate copying files between CVS and a local directory, presumably one that is managed by a web server.
In other words, these tools could be used for purposes other than synchronizing web sites, but that's their primary purpose.
CvsNtUpd copies files committed to CVS to the web server
The Packager does the reverse: it commits files in a local directory (presumably website files) to CVS
